Since WordPress 4.3, comments are turned off on pages by default.
This little plugin restores previous behaviour.

allow-comments-on-pages-by-defaultfolder to the/wp-content/plugins/directory. - Activate the plugin through the ‘Plugins’ menu in WordPress.
