This plugin allow admin to add notice to order for particular customer which will display on all order of that customer.
Usage
Basic usage
Once you have install and activate plugin it will allow admin to add notice on edit order page. Notice will display on order listing page with red highlight and on edit order page.

No plugin don’t block user account. It just highlight admin that this user is blacklisted.
